Who Can Legally Buy Refrigerant in the U.S.?

In the United States, only EPA Section 608 certified technicians, or businesses that employ them, can legally buy regulated refrigerant. This rule comes from the Clean Air Act and is enforced by the EPA. It applies to refrigerant sold in cylinders, cans, and drums.

What is EPA Section 608 certification?

Section 608 is the part of federal law that covers people who work on cooling and refrigeration systems. To handle refrigerant, a technician must pass an approved test and earn this certification. Once earned, it does not expire.

There are a few types of Section 608 certification, based on the kind of equipment a person works on:

Type I covers small appliances, like household refrigerators.

Type II covers high-pressure systems, like most home and commercial air conditioners.

Type III covers low-pressure systems, like some large chillers.

Universal covers all of the above.

Does this apply to all refrigerants?

Yes, for the refrigerants most buyers are after. The rule has long covered older refrigerants like R-22. As of January 1, 2025, it also fully covers HFC refrigerants such as R-410A and R-404A. So today, nearly all common refrigerants require a certified buyer.

The seller is responsible for checking that the buyer is certified, or employs a certified technician. A trustworthy supplier will always confirm this before completing a sale.

What if I am not certified?

If you are not certified, you generally cannot buy regulated refrigerant for your own use. A business can buy it if it employs a certified technician. In most home cases, the best path is to hire a licensed HVAC professional who can supply and install the refrigerant for you.
